New York is mailing one-time inflation refund checks to eligible residents in fall 2025.

These tax-free payments are designed to help with higher costs for food, utilities, transportation, and housing.

Checks are mailed automatically using information from your most recent state return—no separate application is required.

The good news: Many households will receive up to $400 by mail this fall.

What Are New York’s Inflation Refund Checks?

The inflation refund is a state-funded, one-time payment included in New York’s FY 2025–26 budget.

It’s issued as a check by the Department of Taxation and Finance and is separate from your normal income tax refund.

More than 8 million New Yorkers are expected to qualify.

Key Details
  • Type: One-time NY state refund check (not a credit you claim)
  • Taxability: Described as tax-free
  • Application: Not required—mailed automatically
  • Who Sends It: NYS Department of Taxation and Finance

Who Qualifies and How Much Will You Receive?

Eligibility is determined from your 2023 New York State income tax return (Form IT-201). Payment amounts are based on filing status and income tiers.

Filing Status 2023 NY AGI Refund Amount
Single $75,000 $200
Single $75,001–$150,000 $150
Married Filing Jointly $150,000 $400
Married Filing Jointly $150,001–$300,000 $300

Important: If you did not file a 2023 New York return, you generally will not receive a check because eligibility and mailing addresses are pulled from that filing.

When and How Payments Will Be Sent

  • Mailing Window: Begins late September 2025 and continues through October–November.
  • Delivery Method: Paper checks mailed automatically—no action required.
  • Address Used: The mailing address on your 2023 NYS return (update if you moved).

Tip: Recently moved? Update your address in your NYS Online Services account to avoid delays.

Why This Matters for Homeowners and Families

  • Immediate relief: Cash you can use for utilities, groceries, or housing costs.
  • No extra paperwork: Checks are issued automatically—watch your mail.
  • Tax-free treatment: The payment is described as tax-free and separate from your return.
  • Part of broader affordability efforts: Complements other state initiatives like expanded school meal access and targeted relief programs.

Common Situations (What To Do)

I moved after filing 2023 taxes.

  • Update your address with the NYS Department of Taxation and Finance. Checks are not forwarded if the address on file is outdated.

I didn’t file a 2023 return.

  • Because eligibility and addresses are driven by 2023 filings, nonfilers typically won’t receive a check. If you believe you should have filed, consult a professional about filing as soon as possible.

How does this compare to STAR?

  • The inflation refund is a one-time statewide payment. STAR is a property tax relief program and follows its own eligibility and payment schedule. You may see both in the same year, but they arrive independently.

Frequently Asked Questions (FAQ)

Do I need to apply for the inflation refund? No. Payments are mailed automatically if you qualify based on your 2023 New York return.
When should I expect the check? Mailing begins in late September 2025 and continues into October and November. Delivery is staggered—neighbors may receive checks on different days.
Is this payment taxable? The state describes it as a tax-free, one-time refund check. You do not separately claim it on your return.
Can I track the status like a normal refund? Standard refund trackers typically show income tax refunds, not one-time program mailings. Ensure your mailing address is current and watch your mail.
What address will the state use? The address on your 2023 NYS return. If you moved, update it with the Department of Taxation and Finance to prevent returned mail.
Does this affect my eligibility for other benefits? The payment is separate from typical means-tested programs and is described as tax-free. It is not expected to reduce benefits like Medicaid, SNAP, or Social Security.
I filed jointly in 2023 but will file separately in 2024—does that matter? No. Eligibility and amount are determined from your 2023 filing only. Later filing choices do not change this program’s 2025 payment.
What if my check is lost or I never receive it? Allow for the full mailing window to pass. If still missing, contact the NYS Department of Taxation and Finance to inquire about reissuance. Be prepared to verify your identity and address.
Will I still get a STAR credit if I qualify for the inflation refund? Yes, if you meet STAR requirements. The inflation refund is separate and does not replace or cancel STAR benefits.
